Sandy Pardus, MBA
SENIOR ADVISOR
Based in Jamestown, RI, Sandra Pardus is a Senior Advisor in Facktor’s Finance division. Pardus has provided services as interim CFO, HRSA OSV guidance, and financial support for mergers and acquisitions to clients. Prior to joining Facktor in 2022, Pardus worked for over 40 years in FQHCs and an HCCN network in New Hampshire and Rhode Island. Her roles included CFO, CIO, Acting Director, and Associate Director.
During her tenure working at FQHCs, Pardus helped lead the implementation of a Medicaid Accountable Entity to reduce the total cost of care and increase quality, giving the agency access to shared savings. Key projects also included the financing of a Neighborhood Health Station using New Market Tax Credits as well as the planning, construction, renovation, and financing of eight additional facilities. Most recently, Pardus facilitated numerous grants and loans, including the forgiveness of a 2.7 million-dollar PPP loan, to help an FQHC through the pandemic. Pardus also acted as CFO and CIO at an HCCN network of ten FQHCs in New Hampshire and Texas. She played a key role in the development of said HCCN and led the charge as an early adopter of EHR technology in 1998. Under Pardus’ leadership, the HCCN became the only network in the country to receive the HIMSS Davies Award for outstanding EHR technology.
Pardus has participated on numerous committees nationally, providing input to the Bureau of Primary Health Care, National Association of Community Health Centers, and HIMSS. Additionally, Pardus has worked with the State of New Hampshire to develop Medicaid reimbursement systems. Pardus was NACHC CFO of the Year in 2006 and received Bistate’s President’s Award in 2013 for her contributions in support of health centers in New Hampshire. Pardus earned her Master’s in Business Administration from Boston University and holds an undergraduate degree from the University of New Hampshire.
Outside of the office, Pardus enjoys paddle tennis, sailing, and is an avid sport walker.
