Senior Director

Based in Columbus, Ohio, Michael Ceballos is a Senior Director leading Facktor’s value-based care and payer strategies work within the Value & Quality division. He partners with health centers, clinically integrated networks, and accountable care organizations to strengthen payer relationships, evaluate growth opportunities, and improve clinical and financial performance across Medicare and Medicaid.

Ceballos brings more than 15 years of healthcare leadership experience spanning managed care and healthcare delivery. He previously held leadership roles with profit and loss responsibility at UnitedHealthcare and Centene and co-led Ohio’s largest full-risk Medicare clinically integrated network. He also held leadership positions at venture capital-backed healthcare organizations serving Medicare and Medicaid populations.

His work includes assessing organizational readiness for value-based care, developing CIN and ACO strategies, evaluating partners and risk arrangements, and negotiating payer contracts. He helps clients translate those strategies into operations through practice transformation, identification of opportunities to improve quality and reduce avoidable costs, and ongoing implementation support. Ceballos earned a Bachelor of Science from Stanford University and a Master of Business Administration from the University of Chicago Booth School of Business. Outside of work, he enjoys advising healthcare startups, attending his children’s sporting events, and planning his family’s next travel adventure.
