Based in Flagstaff, AZ, Kimberly Chen brings more than two decades of operational, clinical, and technology‑integration leadership in Federally Qualified Health Centers (FQHCs), with deep expertise in multi‑site change management, workflow redesign, and data‑driven performance improvement.

Prior to joining Facktor, Chen served as Interim Chief Operating Officer and Chief Clinical Integration Officer at an Arizona FQHC, where she led daily operations across pharmacy, dental, medical education, outreach, and residency programs, while steering major initiatives in behavioral health integration, telehealth expansion, mobile care delivery, and value‑based care readiness.

Chen has extensive experience aligning EHR workflows, optimizing scheduling and care‑team processes, and preparing organizations for HRSA compliance, federal/state audits, and UDS performance improvement. Her cross‑functional leadership—spanning clinical operations, IT, data, compliance, and finance—positions her to help community health centers build practical, sustainable approaches to digital transformation, responsible AI adoption, governance model development, and data modernization.

A long‑standing peer leader in Arizona’s CHC community, Chen has chaired statewide pharmacy and clinical integration groups and is recognized for translating complex operational, regulatory, and technology requirements into clear, actionable steps that support frontline teams and executive decision‑making. Chen has a bachelor of science in Pharmacy from University of Cincinnati.
